Federal prosecutors say a suspect arrested in connection with the attempted bombing near New York City’s Gracie Mansion told investigators he wanted to carry out an attack “bigger than the Boston Marathon bombing,” according to newly released court documents.
The chilling revelation came as authorities formally charged Emir Balat, 18, and Ibrahim Kayumi, 19, who are accused of attempting to detonate improvised explosive devices during protests outside the residence of New York City Mayor Zohran Mamdani.
Investigators say the suspects were inspired by the Islamic State (ISIS) and had pledged allegiance to the terrorist organization before carrying out the attempted attack.

Attack Plot Foiled Near Gracie Mansion
According to the federal criminal complaint, the suspects traveled from Pennsylvania to New York City on Saturday with homemade explosive devices.
Authorities say the pair arrived around 11:30 a.m., parked their vehicle on East End Avenue shortly after noon, and attempted to deploy the devices roughly 45 minutes later.
The bombs were thrown during a clash between an anti-Islam protest titled “Stop the Islamic Takeover of New York City” and a larger counter-protest group nearby.
Police say about 20 demonstrators attended the anti-Islam rally, while more than 100 counter-protesters gathered at the scene.
The situation quickly escalated as the suspects allegedly ignited explosive devices packed with shrapnel.

ISIS Allegiance Revealed
Federal prosecutors say both suspects openly expressed allegiance to ISIS during the investigation.
According to the complaint, Kayumi responded “ISIS” when someone asked why he carried out the attack while he was being placed into a police vehicle.
Authorities also say ISIS propaganda was discovered on his phone.
Meanwhile, Balat allegedly wrote a message pledging “allegiance to the Islamic State.”

“This was not random violence,” officials said. “This was a planned attack inspired by a violent foreign terrorist organization.”

Explosives Contained “Mother of Satan”
Authorities say at least one of the devices contained TATP (triacetone triperoxide) — an extremely volatile explosive often referred to by counterterrorism experts as the “Mother of Satan.”
TATP has been used in numerous terrorist attacks worldwide because it can be manufactured from easily available chemicals but is highly unstable and capable of causing devastating explosions.
Investigators say the devices also contained nuts, bolts, and screws, designed to maximize shrapnel and casualties if detonated.
A third device was later discovered inside a vehicle parked nearby, prompting evacuations as bomb technicians safely removed the materials using a robot.
Fortunately, none of the explosives detonated.
Authorities say the failure of the devices to explode likely prevented a mass-casualty event in a densely populated area of Manhattan.

Balat and Kayumi now face multiple federal charges, including:
- Attempted material support to a designated foreign terrorist organization
- Use of a weapon of mass destruction
- Transportation of explosive materials
- Interstate transportation of explosives
- Unlawful possession of destructive devices
Both suspects appeared in federal court in Manhattan on Monday in handcuffs and shackles.
A preliminary hearing is scheduled for April 8.
