Federal authorities are investigating what officials describe as an ISIS-inspired terrorist attack after two improvised explosive devices were thrown during a protest near the official residence of New York City Mayor Zohran Mamdani. The incident, which unfolded Saturday near Gracie Mansion, could have resulted in mass casualties had the devices detonated, according to law enforcement officials.
Police say the bombs contained a powerful homemade explosive commonly used by Islamist terrorist organizations. Thanks to the rapid response of New York City police officers on scene, the suspects were apprehended before the devices could cause catastrophic damage.

Improvised Explosives Thrown During Protest
The explosive devices were thrown during dueling demonstrations outside the mayor’s residence. One protest was organized by conservative activist Jake Lang under the banner “Stop the Islamic Takeover of New York City.”
Police say roughly 20 people attended the anti-Islam rally while more than 100 counter-protesters gathered nearby.
During the confrontation, two suspects allegedly ignited and threw explosive devices toward the crowd.
New York Police Commissioner Jessica Tisch said the device was not a hoax or smoke bomb but a legitimate improvised explosive device designed to cause serious injury or death.
Investigators say the device consisted of a jar wrapped in black tape filled with nuts, bolts, and screws to maximize shrapnel damage. Authorities later confirmed that the bomb contained TATP (triacetone triperoxide) — a highly unstable explosive often referred to as the “Mother of Satan.”

ISIS Links Under Investigation
Authorities identified the suspects as Emir Balat, 18, and Ibrahim Kayumi, 19, both from Pennsylvania.
According to investigators, the two men had consumed ISIS propaganda online and may have traveled overseas in recent years, including trips to Turkey and Saudi Arabia, locations that have been linked to radicalization pipelines.
Law enforcement sources say the suspects allegedly admitted to watching ISIS videos and claimed they targeted the rally because they believed demonstrators had insulted their religion.
One suspect reportedly shouted “Allahu Akbar” as the explosive device was thrown.
The FBI’s Joint Terrorism Task Force has taken the lead in the investigation. Federal prosecutors are preparing charges as authorities continue examining the suspects’ travel records, electronic devices, and communications.

A Disaster Narrowly Avoided
Despite the seriousness of the attack, neither of the devices detonated.
Bomb technicians later determined the explosives were capable of causing mass casualties if they had exploded in the crowded protest area.
Former NYPD inspector Paul Mauro said the presence of TATP dramatically raised the stakes.
“This is the same substance used by major terrorist organizations like Al Qaeda and ISIS,” Mauro explained. “Attacks involving TATP have resulted in dozens of deaths in past terror incidents.”
The compound was used in the 2005 London subway bombings and the 2017 Manchester Arena bombing.
Authorities also discovered a third suspicious device inside a vehicle several blocks from Gracie Mansion, prompting evacuations while the NYPD Bomb Squad secured the area.

Officials say the case highlights the continuing threat of self-radicalized extremists operating inside the United States.
Rather than relying on direct coordination with overseas terror networks, many attackers now radicalize through online propaganda and act independently.
Security analysts warn that this type of “lone wolf” terrorism is especially difficult to detect before an attack occurs.
Mayor Mamdani confirmed that he and his wife were not at the residence when the incident occurred.
Still, authorities say the attack could have produced catastrophic consequences had the bombs detonated.
