With a Friday deadline fast approaching, the U.S. Senate failed Thursday to advance a temporary funding bill for the Department of Homeland Security (DHS), pushing Washington to the brink of another partial government shutdown.

The cloture vote — which required 60 votes to overcome a filibuster — failed 52–47. Only one Democrat, Sen. John Fetterman, voted to advance the House-passed measure.

Without congressional action, funding for several critical DHS components will lapse at midnight.

While Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) are expected to continue operating due to surplus funding provided last year, other DHS agencies will face disruptions.

Those include:

• Transportation Security Administration (TSA)
• Federal Emergency Management Agency (FEMA)
• United States Coast Guard

Many employees would be required to continue working without pay, while non-essential operations could be suspended.

Vice Adm. Thomas Allan warned lawmakers that the Coast Guard would have to suspend all but critical national security and life-saving missions if funding lapses.

“Shutdowns cripple morale,” Allan said, noting that service members should not have to worry about basic household finances while performing dangerous duties.

The Political Standoff

Democrats blocked the measure after rejecting a White House proposal they said failed to sufficiently reform immigration enforcement operations following fatal enforcement incidents in Minnesota.

Senate Minority Leader Chuck Schumer said Democrats would not support funding without meaningful reforms to ICE policies, including:

• Mandating body-worn cameras
• Requiring judicial warrants rather than administrative warrants

A shutdown could last at least a week as Congress enters a scheduled recess. Many senators are slated to attend a security conference in Munich.

During the record 43-day shutdown in 2018–2019, thousands of TSA agents worked without pay. Some reportedly sold plasma or slept in their cars to make ends meet.

Acting TSA Administrator Ha Nguyen McNeill warned lawmakers that the agency’s 61,000 workers “cannot go through it all over again.”

“We cannot put them through another such experience,” she said. “It would be unconscionable.”
