The institute says the backfilling appears designed to blunt the impact of airstrikes and to complicate any potential special forces raid aimed at seizing or destroying highly enriched uranium believed to be stored underground. Analysts also note that Iran may have relocated sensitive materials deeper into the tunnel network before sealing the entrances.
“Backfilling the tunnel entrances would help dampen any potential airstrike and also make ground access in a special forces raid extremely difficult,” the institute said.
