Speaking before the global elite at the World Economic Forum in Davos, Canadian Prime Minister Mark Carney delivered a blunt message: the so-called “rules-based international order” is finished. What replaces it, he suggested, is a world where nations either adapt, hedge, and realign—or get crushed by the great powers.
Carney, the former Goldman Sachs banker turned prime minister, argued that the post–Cold War system was never what it claimed to be. In his telling, it functioned as a “useful fiction,” with the United States providing security while selectively bending the rules to suit its interests. Smaller nations were promised protection, but in practice were left exposed to economic coercion through tariffs, trade rules, and supply-chain leverage.
Taking Down the Sign
To make his point, Carney invoked Czech dissident Václav Havel and his famous essay The Power of the Powerless. He referenced Havel’s parable of the shopkeeper who displays a political slogan he does not believe, not out of conviction, but to avoid punishment. Carney urged nations and corporations to stop “hanging the sign” of hollow compliance with a global system that no longer works.
In Carney’s framing, integration now equals subordination. Great powers act freely, while middle powers like Canada must develop “strategic autonomy” to survive.
Cherry-Picking the New Alliances
Carney’s prescription is not isolation, but selective alignment. He openly advocated ditching naive multilateralism in favor of coalitions of the willing. In recent days, Canada has moved aggressively in that direction—securing strategic partnerships with China and Qatar, expanding trade relationships with India, Southeast Asia, South America, and the European Union.
Domestically, Carney is fast-tracking nearly $1 trillion in investment, doubling defense spending, and promoting “buyers clubs” for critical minerals to reduce reliance on any single supplier. He branded this approach “value-based realism,” even as critics point out that many of these new partners are authoritarian regimes.
The Davos crowd rewarded the speech with a standing ovation—hardly surprising, given that the World Economic Forum thrives on globalist networking and post-national thinking.

Sovereignty Redefined
Carney redefined sovereignty as the ability to “withstand pressure,” not independence from global systems. Yet Canada’s economy remains deeply tied to the United States—the very hegemon he implicitly criticized. During a Q&A session, he brushed off concerns about Canada’s growing ties to China, insisting that “guardrails” would keep the relationship mutually beneficial.
On Greenland, Carney pushed back against U.S. pressure while simultaneously ramping up Canada’s Arctic military posture, citing threats from Russia. The message was clear: Canada intends to hedge against Washington by cozying up to Beijing and Brussels.
Newsom’s Davos Meltdown
If Carney’s speech was calculated, California Governor Gavin Newsom was anything but. Newsom erupted during an impromptu interview in Davos, lashing out at European leaders for what he called their “complicity” with President Donald Trump.
“I should have brought a bunch of knee pads for all the world leaders,” Newsom sneered, accusing them of rolling over instead of standing up to Trump. He compared diplomacy with Trump to mating with a T-rex: “You mate with him, or he devours you.”
The outburst offered no policy substance—only rage, theatrics, and embarrassment. If this is the Democratic Party’s bench for 2028, it raised more questions than confidence.
