The IPCC was created in the late 1980s to research and promote policies aimed at reducing greenhouse gas emissions. Almost immediately, it became the central authority of climate alarmism. Its reports — highly politicized and widely publicized — provided the foundation for the global climate bureaucracy that followed.

In 1990, the IPCC rushed out its first assessment report, which served as the justification for the UNFCCC — the original climate treaty and parent agreement of both the 1997 Kyoto Protocol and the 2015 Paris Climate Accord. Through the UNFCCC framework, wealthy Western nations were pressured into emissions cuts, energy restrictions, and massive financial transfers to the developing world.

By exiting both the IPCC and the UNFCCC, Trump has severed America from the central nervous system of the climate regime.

But the victory is not permanent.

Trump has not limited his actions to the international stage. The EPA is now preparing to rescind the Obama-era 2009 “endangerment finding” — the regulatory cornerstone that falsely declared greenhouse gases a danger to public health. Without that finding, the EPA loses its legal authority to regulate carbon dioxide at all.

None of these actions are irreversible. A future Democrat administration could rejoin the UNFCCC and the IPCC overnight and resurrect the regulatory architecture just as quickly. If Republicans fail to retain the White House in 2028, the entire climate regime could be restored by executive fiat.

What Must Be Done Next

To permanently defeat the climate machine, Congress must act.

First, lawmakers should pass legislation prohibiting the use of federal funds for any international climate effort without explicit congressional authorization. This would lock the U.S. out of bodies like the IPCC and prevent the reactivation of executive agreements such as the Paris Accord.

Second, the Senate should pass a formal resolution affirming Trump’s withdrawal from the UNFCCC. Without Senate concurrence, a future president — perhaps a President Gavin Newsom — could claim Trump lacked authority and simply re-enter the treaty.

Third, Congress must protect the repeal of the EPA’s endangerment finding. While the Supreme Court’s current composition favors Trump’s position, litigation is unpredictable and slow. The regulatory battlefield could drag on for years, as demonstrated by the decade-long legal war over Obama’s Clean Power Plan.

Trump has shattered the foundations of the climate regime — but the war is not over. Nearly $500 billion in Green New Deal-style spending remains embedded in federal programs, untouched by the recent budget bill. Climate activists have spent four decades constructing this system of fear, dependency, and profit extraction. They will not surrender quietly.
