The taxpayer-funded nightmare of animal experimentation at the National Science Foundation (NSF) may finally be facing a reckoning. The White Coat Waste Project (WCW), a watchdog organization dedicated to ending abusive government experiments on animals, has partnered with Republican lawmakers to push the Trump administration to defund cruel and unnecessary experiments on cats, dogs, and other animals.
Background
The NSF, with a staggering $9 billion annual budget, has long funded experiments that defy logic and morality. Investigations by WCW have uncovered projects that include: poisoning puppies with experimental drugs, making cats obese, forcing primates to play Plinko, creating “transgender” lab mice, and drilling into monkeys’ skulls in overseas labs. Many of these experiments relied on puppies sourced from Ridglan Farms, a puppy mill under felony investigation.
This week, Rep. Nancy Mace introduced an amendment to the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026, prohibiting the use of NSF funds for any research that causes pain or distress to domestic cats and dogs.
“None of the funds made available in this division may be used by the National Science Foundation to conduct, or otherwise support, research causing pain or distress to domestic cats or domestic dogs,” the amendment states.
Rep. Mace has previously collaborated with WCW to cut funding for the military’s painful experiments on pets, a victory codified in the 2026 National Defense Authorization Act signed by President Trump.

- Obese cats experiments at Auburn University, where kittens were force-fed to study weight-loss drugs.
- Transgender lab mice projects, in which hormones were administered to mimic puberty blockers in children.

- Puppy drug injections, sourced from commercial puppy mills.
Senators Joni Ernst and Rand Paul have been outspoken critics. Ernst highlighted NSF’s absurd spending on experiments such as putting shrimp on treadmills and testing monkey mate preference based on colored clothing, while Paul argued that the NSF should be entirely defunded for reckless waste and cruelty.

Despite Congress ignoring President Trump’s commonsense call to cut the bloated NSF, we’ll continue to work with the Administration and lawmakers to slash the agency’s wasteful spending on animal experiments.”
