Yehor Cherniev, deputy chairman of Ukraine’s National Security, Defense, and Intelligence Committee, told The Telegraph that deliveries could take months and would likely come in stages. He described a phased plan — a few missiles at first, with strict restrictions on their use — to gauge Moscow’s reaction before expanding operations. “At each of these stages, Putin is given the opportunity to retreat and go to negotiations,” Cherniev explained. “First they will give us rockets, but a few pieces… we will see the Kremlin’s reaction.”
