The Federal Office for Risk Management even classified the “Friends of the Constitution” as a potential threat just months after their founding, solely because they organized referendums, gave speeches, and staged peaceful demonstrations.

This surveillance signals a profound imbalance: a state interpreting calls for freedom as threats to national security.

Deception at the Highest Level
In May 2021, Federal Councilor Karin Keller-Sutter publicly claimed the “Friends of the Constitution” were “definitely not on the radar.” Today, we know that was untrue. Behind the scenes, intelligence services actively gathered information on the movement and its members, without political accountability or transparency.

The Federal Data Protection Agency justified monitoring with the goal of “early detection of subversive tendencies.” Yet when citizens exercising their democratic rights are treated as potential threats, the foundations of the rule of law erode. Other movements, including “Mass-voll!,” the “Swiss Intelligence Network,” and “Silent Protest,” were similarly surveilled despite no evidence of violence or extremism. The message was clear: those who speak too loudly or too critically will be watched. This is not security; this is control.
