Among the names listed are longtime Hamas operatives Zaher Birawi in the UK and Saif Abu Kashk in Spain, the CEO of Cyber Neptune, a front company secretly owning dozens of the flotilla’s ships.

One captured letter from Hamas leader Ismail Haniyeh directly endorses the PCPA and its flotilla campaigns, leaving no doubt that Hamas is behind this “aid convoy.” As the Israeli Foreign Ministry bluntly stated: “These ships are secretly owned by Hamas.”

Blockade Is Internationally Legal, Says Former Israeli Navy Chief
Vice Admiral (res.) Eliezer Marom, former commander of the Israeli Navy, underscored that Israel has every legal right to stop the flotilla. “Israel declared a maritime security blockade on Gaza at the end of 2009. This blockade is recognized in the world, in international law, and is in accordance with international law,” Marom said. “Whoever violates this blockade is violating international law. You have all the authority to stop him.”

Marom noted that while Italian and Spanish warships are shadowing the flotilla, they are likely present for search-and-rescue purposes, not confrontation. “I hope there will be no confrontation between the Italian and Spanish vessels and the Israeli Navy,” he cautioned.

European Leaders Urge De-Escalation
Both Italy and Spain have urged flotilla participants not to enter Israeli-controlled waters. Italian Prime Minister Giorgia Meloni and the Vatican have called for aid to be routed through secure channels such as Cyprus or Ashkelon, where shipments can be inspected and transferred peacefully into Gaza. Spain has made clear that its naval ship accompanying the flotilla cannot and will not assist once vessels cross into Israel’s maritime zone.
