A government shutdown occurs when federal agencies run out of money to finance operations. Under the Antideficiency Act, the government cannot spend money it doesn’t have, meaning agencies must halt their operations until Congress appropriates new funds.

Congress is supposed to annually pass 12 appropriations bills covering discretionary spending, but the process often fails. Lawmakers frequently resort to Continuing Resolutions (CRs) to temporarily fund the government. The House has already passed a CR to maintain funding until November, but Democratic senators blocked it in the Senate, demanding partisan concessions that Republicans refuse to grant.

Political betting markets currently peg the chance of a partial shutdown above 80%, meaning everyday Americans are about to face serious disruptions.

What Services Would Continue?

Not everything stops. During a shutdown, federal agencies and operations deemed essential remain fully open. These include:

National security and law enforcement operations
Border Patrol and customs enforcement
