In a historic victory for animal welfare and fiscal responsibility, the House Appropriations Committee unanimously passed an amendment to the FY26 NIH spending bill that would permanently bar taxpayer dollars from being used for controversial transgender experiments on animals. The amendment explicitly prohibits any NIH-funded research that manipulates an animal’s biological sex through drugs, surgery, or other interventions.

Defunding the Madness
The amendment, first proposed by Rep. Paul Gosar in May, was crafted in partnership with the watchdog group White Coat Waste Project (WCW), which has spent years exposing taxpayer-funded experiments on monkeys, mice, and other animals involving invasive surgeries, hormone treatments, and viral injections.

“Millions in tax funding for transgender animal experiments is Exhibit A in government waste,” Rep. Gosar told The Gateway Pundit. “I’m proud to have worked on this effort with White Coat Waste and the Appropriations Committee to defund the NIH’s woke animal testing.”

If approved by the full House and signed into law, this provision would ensure that the horrific practices uncovered earlier this year cannot happen again.

Shocking Experiments Revealed
Investigations by WCW revealed that over $22 million in NIH grants funded experiments in which young male rhesus macaques were dosed with estrogen to simulate feminizing hormone therapy. The studies caused severe physical changes, including enlarged nipples and vascularized skin on their hips and thighs, and were compounded by injections of mRNA-based vaccines that disrupted the monkeys’ immune systems. One animal, identified as rh-12, was euthanized after developing severe scrotal edema.

These experiments, tied to Dr. Anthony Fauci’s NIH grants in 2020, continued for years despite growing public backlash. HHS Secretary Robert F. Kennedy Jr. confirmed that the specific transgender monkey grant was terminated in 2022 and pledged to end all non-human primate research except when essential to saving human lives.

White Coat Waste: Relentless Advocacy
Anthony Bellotti, founder of WCW, praised the amendment, stating:

“We’re proud that White Coat Waste’s viral investigations, shocking Congressional testimony, and relentless campaigning exposing nightmarish taxpayer-funded transgender animal experiments have prompted policymakers—and President Trump himself—to cut this wasteful spending. WCW has been instrumental in numerous other victories, including shutting down Fauci’s beagle experiments, the USDA’s largest cat lab, and VA-funded animal research programs. The organization has influenced groundbreaking legislation to allow lab-surviving animals to be retired and adopted across federal agencies, including the NIH, VA, DOD, and FDA.

Republican Lawmakers Lead the Charge
Other GOP lawmakers, such as Reps. Nancy Mace and Lauren Boebert, have backed efforts like the TRANS MICE Act to broadly defund these experiments. Supporters argue the amendment will save millions of taxpayer dollars while protecting animals from invasive, ethically indefensible procedures.

A Milestone for Ethics and Fiscal Responsibility
The unanimous vote by the House Appropriations Committee marks a turning point in the fight against government-funded animal abuse, and signals a growing political consensus to eliminate wasteful and morally troubling NIH projects.

As the full FY26 spending bill heads to the House floor, the eyes of both advocates and animal lovers are watching closely.
