Mexico’s strict limits on U.S. dollar deposits and China’s capital controls created the perfect opportunity for coordinated criminal activity. CMLNs convert cartel drug profits in dollars into Chinese renminbi and cycle the funds back into U.S. banks. The result: cartels get clean money, China’s elites gain access to American assets, and U.S. communities pay the ultimate price in overdoses, gang violence, and financial corruption.

The Scale of the Threat: Data From FinCEN
Treasury’s Financial Crimes Enforcement Network (FinCEN) documented 137,153 suspicious activity reports between 2020 and 2024 linked directly to CMLNs. Methods include mirror transactions, trade-based laundering, and the recruitment of unsuspecting citizens—students, retirees, and homemakers—to act as “money mules.”

Other alarming findings include:

$53.7 billion in suspicious real estate transactions, distorting housing markets in major U.S. cities.
$766 million tied to adult day-care centers, potentially linked to healthcare fraud, elder abuse, and human trafficking.
More than 1,600 cases connected to human smuggling and trafficking.
108 cases linked directly to elder abuse and Medicare fraud.
