Ten Offshore Lease Sales by 2028

The sweeping plan, enacted under the One Big Beautiful Bill Act (OBBBA), schedules 10 offshore lease sales by 2028, including four in the next year, targeting the Gulf of Mexico and Alaska’s Cook Inlet. The first auction, “Big Beautiful Gulf 1,” is slated for December 10. Interior Secretary Doug Burgum framed the initiative as a cornerstone of Trump’s energy policy:

“The One Big Beautiful Bill Act is a landmark step toward unleashing America’s energy potential. Under President Trump’s leadership, we’re putting in place a bold, long-term program that strengthens American Energy Dominance, creates good-paying jobs, and ensures we responsibly develop our offshore resources.”

This initiative represents a complete departure from the Biden administration’s approach, which paused new offshore leasing and canceled Gulf of Mexico sales. Federal law mandates a five-year leasing plan, and the Biden administration had yet to finalize a replacement, leaving the door open for Trump’s expansion.

Under the new plan, total acreage for leasing will increase from 11.7 million to 18.5 million acres, including areas near Alaska’s Willow Field, a major oil reserve estimated at 600 million barrels. The Gulf of Mexico alone accounted for 14.5% of U.S. oil production in 2022, highlighting the strategic importance of expanded offshore drilling.
