Two Democrat lawmakers who had fled the state to derail Republican redistricting efforts returned to the Texas Capitol on Tuesday after Governor Greg Abbott ordered their arrest and vowed to have them removed from office.

The lawmakers — Rep. Philip Cortez and Rep. Eddie Morales — reportedly returned in a panic as GOP leadership locked down the Capitol and moved forward with a contempt order to haul back the rest of the runaway Democrats hiding in Illinois.

“Texas House Democrats abandoned their duty and are holding flood relief and property tax cuts hostage,” Abbott declared. “I ordered Texas DPS to arrest and return every derelict House Democrat to the Texas Capitol.”

A Legislative Power Grab—Or a Restoration of Order?

On Monday, the Texas House voted 85–6 to issue arrest warrants for the absent Democrat legislators, who fled the state in a political stunt to sabotage the quorum needed to advance redistricting and tax relief legislation.

That vote came after Republican lawmakers locked the chamber doors, signaling a zero-tolerance stance against the left-wing obstruction that has paralyzed legislative action.

The fugitives fled to Illinois, hoping to use geography as a shield from the consequences of their dereliction of duty. But Abbott, with the support of Attorney General Ken Paxton, fired back with arrest threats and the possibility of expulsion — a legal move grounded in the Texas Constitution, which allows for the detention of lawmakers who refuse to perform their duties.

Democrats Play the Victim — But the Law Is Clear

In predictable fashion, the media painted the fleeing Democrats as “defenders of democracy.” But even many moderate Texans see the move as political cowardice — leaving the state and abandoning constituents while critical flood relief and property tax cuts remain frozen.

“They were elected to legislate — not to hide in hotel rooms in Chicago,” said one GOP state legislator. “This isn’t civil disobedience. It’s sabotage.”

The Democrats’ core objection? GOP-backed redistricting maps that they claim dilute minority voting power. But Republican lawmakers argue the maps comply with both state and federal law — and accuse Democrats of using racial fear-mongering to mask their loss of power in Texas politics.
