The official in question, Dr. Warren Casey, currently Director of Strategic Partnerships at NIH’s Division of Translational Toxicology and Executive Director of ICCVAM, sent threatening emails to WCW advisory board members from his personal Gmail account. Despite using a non-government email, Casey repeatedly referenced his NIH titles to lend authority to his baseless attacks—accusing WCW of inciting violence and “endangering civil servants” by exposing NIH animal torture labs.

Weaponizing the Badge: Casey Uses His NIH Role to Threaten Whistleblowers

In a chilling email obtained by WCW, Casey warned advisory board members that continued affiliation with WCW would “legitimize their harmful tactics” and posed “danger” in today’s climate of rising violence. The clear implication: abandon your support of WCW—or be smeared by association.

The email, sent during standard work hours, explicitly referenced Casey’s 15-year tenure at NIH and his ICCVAM role. No disclaimer was included to separate his personal opinions from his federal role—raising red flags about potential violations of federal ethics codes and the First Amendment.

WCW has since filed a formal complaint with the Department of Health and Human Services Office of Inspector General (OIG), citing violations of:

  • 5 C.F.R. § 2635.702 (Misuse of position)
  • 5 C.F.R. § 2635.705 (Use of government time for personal matters)
  • Federal transparency and recordkeeping requirements

Deep-State Defiance: Protecting Fauci’s Legacy of Cruelty

This explosive development is only the latest in a string of Fauci-era NIH scandals. White Coat Waste has exposed millions of taxpayer dollars spent funding grotesque experiments on beagle puppies, kittens, monkeys, and other animals—involving tick infestations, forced drug consumption, and live dissections.

Dr. Casey’s tirade came after WCW publicly criticized NIH’s new director, Dr. Jay Bhattacharya, and NIH’s so-called “animal testing czar” Nicole Kleinstreuer for renewing grants that perpetuate these horrifying tests. In an unrelated but timely development, 11 House Republicans, led by Rep. Paul Gosar, sent a blistering letter to NIH Director Bhattacharya demanding an end to all NIH funding of animal torture. The letter, which cited WCW’s investigations, flagged renewed funding for THC tests on monkeys at Harvard, tick infestations on puppies, and virus exposure tests on kittens—experiments many thought had been shut down with Fauci’s departure.

Investigative journalist Laura Loomer amplified the GOP’s demands, slamming Bhattacharya for “direct insubordination of the Trump agenda” by missing the July 31 deadline to respond to the congressional inquiry.

“Why are our tax dollars paying for the abuse and torture of innocent animals?” Loomer asked. “President Trump and Secretary RFK Jr. are trying to clean house, and these swamp creatures are defying them.”

Meanwhile, under RFK Jr.’s leadership at HHS, the administration has already cut $500 million in mRNA vaccine funding and is expected to take a tougher stance on federal science corruption.

  • Shut down a government primate lab in nearly a decade
