‘If This Bill Passes, I Am Going to Ask You to Leave the State’

California has once again proven it is ground zero for the war on parental rights — and this time, popular pastor Jack Hibbs is sounding the alarm. With the state legislature now pushing Assembly Bill 495, a radical measure that could allow almost any adult to take custody of a child without parental notification, Hibbs has issued a dire warning to Christian families: “You’re gonna need to pack up and get out.”
This is no hyperbole. Under the so-called “Family Preparedness Plan Act of 2025,” nearly any adult with a vaguely defined “mentoring” or “familial” relationship could obtain full custody of a child by simply handing a signed affidavit to school staff — no parental permission, no ID, no background check, and no court order required.
A Trojan Horse for State-Sanctioned Child Snatching
Supporters of AB 495 claim it’s about “protecting immigrant families” from ICE raids under President Trump’s renewed deportation efforts. But Hibbs — along with parental rights groups — sees a sinister backdoor to legal kidnapping.
“There’s no requirement in the bill for the school to call you… They can name a child, take them out of school, authorize medical procedures — and you may never know until it’s too late,” warned Hibbs.
Under the bill, the newly empowered “caregiver” could even authorize medical and dental treatments, including immunizations and physical exams, with no court review, no notarization, and no accountability.
Pastor’s Prophetic Warning: Flee or Fight
Hibbs didn’t mince words. If this bill becomes law, he is “going to ask [his church] to leave the state of California.” The Calvary Chapel Chino Hills pastor, who also founded Real Impact, is urging believers statewide to prepare for civil disobedience — or relocation.
“You gotta run with your kids. You gotta go,” Hibbs said bluntly. “We will let it continue, or we will make some noise.”
Hibbs connected the current crisis to Matthew 12:43-45, warning that “evil always fills a void or vacancy.” Too many Christians, he said, have been silent in the public square — and the consequences are now unfolding in real time.
AB 495: A Law Without Guardrails, A State Without Restraints
According to the bill’s text, the term “caregiver” could include “any adult who has an established familial or mentoring relationship with the child.” It’s a definition so vague that activist teachers, ideological social workers, or even woke camp counselors could claim custody — bypassing parents entirely.
Greg Burt, Vice President of the California Family Council, called the bill “madness disguised as compassion.”
“This bill attempts to create a streamlined guardianship system without legal safeguards. Compassion without guardrails is not mercy — it’s madness,” he warned.
Burt rightly argues that the false dichotomy between compassion and parental rights is being exploited by ideologues who want to weaken the family unit in favor of state control.
The Spiritual Stakes: This Is a Line in the Sand
The implications are as prophetic as they are political. This isn’t just another overreaching bill — it’s part of a broader spiritual war for the hearts and souls of the next generation.
A state that claims the right to remove children from godly homes under the pretext of “caregiving” is a state that has made itself god. This is exactly the kind of system Revelation warns of — one that exalts man’s law above God’s law and calls evil good and good evil.
Call to Action: Stand or Scatter
Hibbs has organized a “Stop AB 495 Rally” on August 19 at the California State Capitol in Sacramento and is calling on at least 5,000 Christians to show up. He even suggested believers take the day off work or “plan to have a sore throat” in order to make their voices heard.
“We want to make a statement because AB 495 100% strips parents of their parental rights,” he said. “I am going to ask you to stand for righteousness and do the right thing.”
The time for silence has ended. California’s war on families is no longer theoretical. It is legislative, active, and coming for your children. Whether we stand now or scatter later, the choice is before us.
