Tropical Storm Dexter emerged late Sunday from a stalled frontal boundary approximately 150 miles off the North Carolina coast, just northwest of Bermuda. As of Monday morning, Dexter is moving east-northeast at about 12 mph, with sustained winds reaching 45 mph.
